Not as two prices. The Gold Card gift is money given with no return; EB-5 capital is money invested in a business that must create ten jobs and may be returned or lost. Compare the obligations and the risks, and re-check the official figures on the day of decision.
A gift and an investment are not on the same axis
The official framework does not describe a purchase. It describes a nonrefundable processing fee, vetting and a gift to the U.S. government, with no business, no jobs requirement and no repayment, alongside eligibility under an employment-based immigrant classification.
EB-5 describes capital placed at risk in a new commercial enterprise, ten full-time jobs, a lawful source of funds, two years of conditional residence and a removal-of-conditions petition, with the capital potentially returned by the project or lost. A Paradise business owner comparing them should list, for each route, what he must prove, what he must pay and to whom, what he might get back, what could go wrong and when residence actually begins. Cost is one line in that table.
Corporate Gold Card arrangements additionally carry the annual maintenance and transfer charges the official page describes. Whatever the comparison shows, the figures should be taken from the official page and the USCIS materials on the day the decision is made, not from a proposal.
